In one-bite states, dogs essentially get one “free” bite; a pet owner will only be held liable if the dog had previously bitten someone before or given the owner another reason to suspect the dog’s viciousness yet done nothing to prevent a subsequent attack. In Arizona, however, a pet owner is responsible for a dog bite injury even if he or she had no reason to suspect the animal’s propensity for violence.
